Question: Time Zone blank / Manually Add a Member of my Group?

Greetings all,
I co-manage the IxDA Colorado CollectiveX group. I just got an email from someone trying to join, but he says that he can't create a membership because the Time Zone drop-down has no contents. He is using MSIE 7.
1) Is there a problem with the Time Zone field, or is this person having an idiosyncratic problem related to his machine?
2) Is there a way for me, as a manager, to manually add this guy as a member? (It won't do any good to invite him, because he is having problems signing up)

Laurie, I'll check into this on IE 7 - both XP and Vista. But we have not heard of this problem from anyone before, so my first guess is that it's a glitch on his computer.
I'll let you know what I find out.
