Put "Discuss This" and "Rate This" on links from Add Additional Page

When I add links in "Add Additional Pages" using a frameset, I don't get "Discuss This" and "Rate This" in the top frame like I do for links added in Shared Links on the Summary Page.  Can this functionality be duplicated in the Additional Pages?  It would be more functional for me in Add'l Pages than the other although both would be best.
