Involuntary discussion blast by a groupsite manager
I've noticed that while logged in a groupsite using an account with a groupsite manager status, when I write and save a message in a new topic of discussion in a discussion forum, the "discussion blast successfully sent" appears (and a discussion blast actually occurs) after saving the message even if I have not checked the "Email all group members" at the bottom of the message. (I do not know if they may happen with account without groupsite manager status in groupsites in which all members are allowed to use discussion blasts.)
This may be a cause of embarrassment on many occasions given that when the box "Email all group members" is not checked, the sender intended the message to show up only in the discussion forum when saved (e.g. to get a permalink for use in a subsequent related message) but not in the email inboxes of the groupsite users.
(This behavior was found at least in two separate groupsites, i.e. jccm.groupsite.com (here) and scolaire.groupsite.com (here), so I suspect that this the way things works for all groupsites.)
I would be curious to know if this a "real' bug that needs to be addressed.

It's not a bug...but a poorly worded message; "discussion blast sent".
Unless you also uncheck the box that says "Email me whenever a reply is posted to this topic", you are subscribed to the topic by default. This means that you, as the creator of this topic, would receive the discussion blast for this discussion topic. But the other managers/members of the group would/should not receive the discussion blast.
Do you get the discussion blast if you uncheck the box next to Email me whenever a reply is posted to this topic"? You should not.
Here is how this works: When creating a topic, if ALL boxes are unchecked, including the box next to, "Email me whenever a reply is posted to this topic", then no one, even you, should receive an email blast.
If only the box next to "Email me whenever a reply is posted to this topic" is checked, then only you should get the email blast (anyone who is subscribed to the topic)
If the box next to "Email all group members", then the discussion blast will go to all members.
Please write to me support@groupsite.com with your specific scenario. I will need to know the name of the Groupsite, the subject of the discussion topic, which boxes were checked, and who received the discussion as a discussion blast.

I think you are referring to the fact that a discussion blast goes out to all those who have subscribed to a particular forum. Is that possibly the case?

Kind of... a user subscribes to a discussion topic, not a forum.
I believe Marcel is referring to when you create a discussion topic and you DO NOT check the box that says "email all group members", why do you get a message that says "discussion blast sent" when you save the topic you just created. My previous response is explaining the oddly worded message and who gets a discussion blast and when/why.
