HRMS and Oracle Alert Message

Hello,
Oracle HRMS fields are sensitive due to knowledge that they hold. Changing any critical information will lead to confusion. for example, changing job or position, will affect Organization hierarchy and payroll payment of employee. the same will be when changing critical dates and also many other fields.
How can we activate Oracle Alert to send messages when any critical field updated.
