members cant post blogs and other contributions

I am the manager of a groupsite. One of the members, who is both a member of the groupsite and a subgroup on the site, cannot post a blog and has asked me to correct the permissions settings.
he can and has posted on the subgroup site, but cant on the groupsite. I have tried to view the how to video on vimeo - but for some reason it does not load.
could anyone enlighten me?
