Option so that all members are opted-out of all CollectiveX general e-mails

Hi,
I've received complaints from members in my group (we are still testing the site) that they received the Monthly Newsletter without explicitly requesting it. Is there an option to default all members to opt out of all e-mails unless they subscribe to a feed? Maybe a Premium Option?
