Tagging members and targeting emails

Some months ago, there was a discussion about a new feature that would allow managers to tag individual members, thereby dividing them into sub-groups, and using the sub-groups as a way to send specific email blasts only to certain members. Was this ever added as a feature? Are there any plans for it?

As far as I know, we're all still "patiently" waiting for that feature. :)
