The ability to delete a file is limited to Managers, administrators (in subgroups) and the person who actually uploads the file. 

To delete a file from the SHARE > File Cabinet area of your Groupsite:

You can delete a folder in a Groupsite file cabinet if you are a Groupsite Manager or the creator of the folder.

Here's how to add a photo to a Group Blog post:
